[B19] Crafting Quality Rebalanced

Description
Rebalances item crafting quality, for example a skill 20 crafter will not have the chance to make an awful item anymore.

If anybody wants to translate it into different languages, feel free to contact me.

In Detail:
A skill 9+ pawn will make at least a poor item.
A skill 13+ pawn will make at least a normal item.
A skill 17+ pawn will make at least a good item.
Affects everything where quality is decided by skill, so smithing, tailoring, construction, art,...

You can adjust the skill thresholds in the mod settings menu, now with an option for every quality, excellent and masterwork are disabled by default.

Legendary is now a chance instead of a guarantee, if you want a guarantee just set it to 100%.

I did not change the probabilities of other qualities, just removed the possibilitiy to make a bad quality thing for high skill colonists.

Compatibility:
Compatible with almost every mod, I've only found Static Quality Plus B18 to be incompatible, and when you use these two mods together, mine just will not work. Other than that there could be conflicts if some mod changes the function that gives a random quality item based on a given skill.

I have a suggestion: Could you make it so that messages only appear when a Legendary craft is made? I get tired of seeing all the messages popping up about my level 20 pawns making masterwork things when masterwork can be quite common with this mod.

Thanks for testing that! For the second one I also tested it again, worked fine and balanced, so it is probably caused by wrong settings I had in my previous save.

The first is a bug, thanks for reporting that, is getting fixed soon.
I tested with default mod settings, built 1000 animal boxes with a lvl 20 builder and got 44 legendary ones. This is because he changed the possitilities in B19 so that it's almost, if not completely impossible for a lvl 20 builder to make something less than good, qualities are now much more consistent I've found. So no, on default it is not unbalanced at all.

In settings, after few modifications, the setting bar for masterwork have ranged from 7 to 21, which made it impossible to disable stable lower quality levels. My suggestion is to make all of the setting bars keep still and having a stable range from some low value to 21, and change the value for high levels when conflict with low-level settings.
Another thing about this mod is the probability for legendary crafting, although my setting is 5% at lv20, if I use a lv20 pawn to craft (which surpass the limit for excellent in that game), the actual chance for legendary is like more than 50%. According to your explanation down there, the actual chance for each tier of quality is original/(1-probability for all disabled), which will increase the chance for a legendary craft to a ridiculous level, even when the skill level is not high. Please fix this or it is more unbalanced than static quality plus.
