why my Attribute only can reach 40 max not 100 max?

I have been trying to make this mod work for a few days now, i just cant i dont know why, rechecked every comment i see and i tried most of the tips but i cant make it work somehow

Attribute 21 needs only 1 point.
From 22 onwards, they need 5 points.
It's a minor bug. I think Attr 21 should've needed 5 points.

2023-08-23 Mod has some issues. While it does let you level beyond 60 (I am level 103 currently), it only allows you to raise your attributes to 21, not 100 as advertised. At 21 the + sign to upgrade the attribute will vanish.
