Sacré bleu, c'est Monsieur Cheeks from Ultimate Muscle! Or Puri-Puri Man from Kinnikuman. Or even プリプリマン from キン肉マン if you're so inclined. I don't know if he had a name in the M.U.S.C.L.E. toys, or even a toy for that matter, but it wouldn't surprise me if he did.

The primary costume is based on his appearance from Ultimate Muscle. Costume 2 is based on his appearance in the original anime opening, and Costume 3 is based on his MUGEN sprite(no clue if the MUGEN sprite's colors are based on anything specific, Monsieur Cheeks does not appear in the original anime outside of the OP). Costume 4 is just monochrome as a nod to the manga art, I would've made it purely white but then you wouldn't be able to see the eyes.

Has complete Moveset, CPU Logic, and all the Priority Move slots are used.
