Personally speaking, I'm just not really a fan of the whole enforced RP idea. I know lots of folks love to roleplay, but I've just never been too keen on it. If that's the primary aspect of your server, then it just wouldn't be a good match for me. Wish you all the best though, and it's encouraging to see so much great stuff being put out by the community.
Our principles for new players are actually very simple: be respectful, role-play IC, and don't deliberately cheat. It is true that there is a lot of fine-print but it's not something we expect everyone to spend a lot of time with until they decide that they want to stick around for the long term. You can read the most up to date rules here, it is mostly pretty straight-forward stuff:

I agree that no one wants to spend valuable in game time reading some ancient rule book though, so we will remove that from the starter area.
It may well be that EFU still isn't for you, but I don't really think we're being that unreasonable regarding rules. Not much drama with us, and players who do bring ooc drama tend to be removed from the community.
And then I spawned in front of a bookshelf, and read the "rule book." Immediate pass.
Would be nice if all these pedantic rules were clearly outlined in the Steam Workshop BEFORE sitting through an 8gb download and going through character creation.
Don't get me wrong. It looks amazing. It's very impressive, and it's clearly a labor of love. But this kind of stuff and strong potential for drama is the whole reason I don't play public servers in general for most games.
