Emergency and Neutrality

Description
Modelled after Ireland's so-called 'Emergency' (1939-1946) in which Dáil Éireann granted itself emergency powers with the intention of keeping Ireland neutral during the Second World War, Emergency and Neutrality adds a series of decisions and events for Neutral countries and Democracies.

Features:

- Several new decisions reflecting the preparation for war for an Unaligned or Democratic nation likely to be invaded
- Several events reflecting the realities of such a neutral stance

Compatability:

According to BHunterSEAL in the comments below, Emergency and Neutrality will work more or less okay with Decisions and Formables and they have no reported any serious clashes with other mods.

It completely slipped my mind that I would need to update this for 1.5.2, but it's now updated for 1.5.3! I also threw in an extra event, because sure, might as well.

Re: compatability, this seems to work well with my current load (which is definitely excessive). It doesn't seem to fight with Decisions and Formables, I did have missing descriptions once or twice (replaced with the text string for the decision) but I think it was an issue on their end.

I really like this mod, it gives Democracies and Non-aligned countries more gameplay with limited PP cost but doesn't result in the same bizarre regime-change scenarios that can come up in, for example, New World Order.

The decisions are limited to Democracies and Non-aligned nations purely so they have something extra to do before war breaks out. Fascists and Communists - in my view at least but feel free to disagree with me here - have a bit more to do since they can send volunteers or engage in smaller preliminary wars.
