Report a translation problem
Basically what happens is that you can assign people to food policies on Pawn Rules, including policies where that particular pawn is denied from consuming any sort of food. However, with this active as well as Pawn Rules, if there's a colonist who's assigned to a standard policy carrying a meal and there's another colonist who is assigned to a policy which forbids them from eating, the latter colonist can still request meals from the former, and therefore eat despite being ordered not to.
