Description
Liese Maxia is the name of the country from Tales of Xillia. Lead by King Gaius, whose capital rests in the icy mountains to the north.

Liese Maxia traits:
+1 faith in every city
+2 culture from snowtiles and +1 food to tundra tiles in any city with a monument

Their unique unit is the Hero King, which replaces the Great General.

The Hero King is a combat unit slightly stronger than your generic melee unit, and upgrades with the same technologies as your melee units, but does not use up resources.
Like your other units, it can gain promotions to increase its individual ability.

It comes with the usual Leadership promotion (from which it also benefits) and a unique promotion Inspiration, which grants fortified units adjacent to it +20 HP per turn.
Each time you upgrade the Hero King, it gets a new promotion from the Scout's promotion pool.

In exchange, the Hero King cannot build citadels, meaning this civ cannot use the culture bomb ability to steal territory from other civs, nor automatically damage units adjacent to the citadel tile.
It trades defensive ability for offensive ability and the increased abilities of the Hero King as it promotes and gains strength.

The localization changed some of the names. I've only played the Japanese version, so I wouldn't know how it's spelled in the English version

I'm not sure if it's spelled differently elsewhere in the world (I apologize for this if it is the case), but isn't supposed to be Rieze Maxia? Not Liese Maxia?

Haven't played Xillia yet, but I'm plaing on getting it when it comes out in the US. I love the Tales Series so I'm pretty excired

Since the mod involves faith and missionaries, yeah it needs Gods & Kings.

yes, you will have to use a little lua script to restrict the build to your chosen civ. Database updates alone are not going to work here.

The issue, I believe, is by making it purchaseable by faith. The Chimu mod has a similar issue.
