Escaped. Base was within a few hexes of the north pole and got down to -92C at some points. I was running a few mods, circuit breakers, a hauling mod that makes people pick up their max load in items, and a game speed mod (no advantage, just convenience). This screen shot was taken just before launch.

Use silver and steel as your building blocks.
You can also literally live in a small square of a house...many of the other work tables that you build will have to be outside, suffering the outside debuff, but considering how long you have to spend in between interactions with other groups, I'm sure you won't care that you take longer to do something... hehe
The other thing I've seen someone mention, but haven't tried it, is to get the water pump and remove the small ponds that you see. Once you do that, you will reveal some soil.
Also RNG will factor in this. After several restarts, there was one time where I woke up to having 6 muffalos spawn on the map. That was a lot of meat that helped my colonists through some lean times.
