Helped me with a strange problem, when settlers won't assign to anything, won't travel to anywhere else, fusion cores didn't insert to power armor, power armor stations didn't worked and quest world item didn't used. Woefully game stuck.

Solution: all he did was loaded the game using different mods and everything fixed itself. Propably a script from a mod that was preventing the player character from doing those actions.
