Story overall is pretty good, day one server errors left a pretty bad impression for most which is rather unfortunate.

All of the developers collectively betrayed, harassed and attempted to manipulate the CEO of the game for nothing more than a paycheck and some likes on the internet. Amazing.
And then also decided to censor not only the game but the digital art-book as well. (which doesn't make any sense).

I honestly can't recommend it to new players solely based on the story of this expansion.
If you're a new player and just starting the game, it is without doubt that you would be lost and confused about what is happening, and why nothing gets explained. This is true even for veteran players, because the story fails to explain anything that Bungie has been teasing for years.

In terms of gameplay however, i can recommend simply because the gameplay is fluid and fun; however, Strand is very weak. Pathetically weak. Bungie very clearly wanted to force people to use the grapple, which takes up a grenade slot as a tradeoff for more mobility.

TL;DR - Story sucks, Gameplay good.

343 clearly doesn't have a clue what they actually have planned for this game, and it's foreseeable future.
