The best thing you can do is go to "Help", Steam Support and write a Dota 2 Ticket. Make sure it is a Technical Issue ticket, so it uploads your system information. Paste all this information in there too.

Before you do that, here is a suggestion that might work.

- Steam / Settings / Download > Clear Cache
- Steam / Settings / Storage > Uninstall Steamworks Common Redistributables
(Alternatively, go to your Library, find Steamworks - under Tools - and Verify Files)
- Close Steam
- Open Steam, Log In (probably will ask you to log in)
- Then you verify integrity of game files of Dota.

This might fix.
