In Rimworld the most basic modding can be done by XML modding.
For Gene in Biotech DLC, you to look at GeneDef in `Biotech/Defs/GeneDefs` folder.
Simple modding(like adding gene) requires basic understanding of XML. Complex modding(cooler effects can't be done with XML) requires C# coding.
I'll suggest you to
* Read the modding tutorial on Rimworld's wiki.
* Take a look at and learn how other workshop mods done the thing you want(if have one)
* Learn C# coding/drawing if you need
