@Penguineer Yes. The plugin and medal-qualifying scripts will be posted publicly so everyone can see exactly how the progress tracking works and what the medal requirements are.
And yes you can paint them differently and have different colored tanks. Admittedly it's not really a "good" prize, but since medals require Valve's approval (not something we can put in whenever and however much we want) we have to work with what Valve allows us to give out.
The better prize is that contest participants (and winners) don't have to complete the tour to win the medal since they already receive a medal for participating anyway.
We're among the first to ever try involving players into community contests in some form (in this contest, in the form of a community MvM tour) so we want to see how this pans out before we commit to mult-medal events (if we ever run another contest in the future).

I don't think players (and contest participants) will be happy if the medal can be cheated this way, which is why, at least for now, it's restricted to our servers only. It's the same reason why Valve doesn't allow TF2 contracts/campaigns and mann up to run on community servers.
The server is located in Philadelphia, which gives decent ping to all of USA and Europe. For best results, try to play the tour along with USA & EU players. This is what we did in the Mappers vs Machines event for Australians and it worked out.
