Report a translation problem
Turn on texture dumping, clear out the dump/textures directory and then run the game with a save file that includes her in that outfit. Look through the dumps to find the hash of her skin, that's the texture you want to use, but not the one you want to replace.
Make a copy of that texture you just found...
Now, load another save with Rikku in her normal attire (clear the dump directory again) and find Rikku's skin.
The hash you found the second time is the one you want to replace.

Always a beginning to another outfit. The next step would be transfering the X-2 outfits.
True, there's some good ones. I prefer her original FFX one she wears when she joins the party officially, though.
