How can we disable steam client beta ?

Go to the steam setting and opt out.

Steam (the one on your client's left top corner) > Settings > Account > Beta participation > Change > Choose NONE

At least if you have that file (did not test in-depth), the -clearbeta command-line option documented on https://developer.valvesoftware.com/wiki/Command_Line_Options#Steam does not actually help.
