Huge performance impact from Steam Overlay's FPS Counter in DOOM Eternal (or Vulkan games?)
ISSUE
Steam Overlay's FPS Counter causes heavy performance issues (72 to 40 drops) in DOOM Eternal (Or all Vulkan games?)

SYSTEM
OS: Windows 10 64-bit
GPU: GTX 1060 6GB (Latest NVIDIA drivers)
CPU: i5-6500

REPRODUCTION RATE
100% for me and my friends.

STEPS
1. Run DOOM Eternal.
2. Set performance metrics to at least 'Low' in its video settings to check FPS any time.
3. Turn on and off FPS counter in steam overlay and compare framerates.

EXPECTED
Steam's FPS counter shouldn't have any noticeable performance impacts, as it doesn't in other games.

RESULTS
Steam's FPS counter heavily affects performance, resulting in drops from 72 to 40 FPS in one instance. Framerates drop by 30 at average. The game's butter smooth when steam's FPS Counter's turned off.

Apparently this is the case for any rendering from the steam overlay. Even a "X is playing Y" pop-up causes heavy FPS drops.

I would add, the problem is unique to that game and unique to some system configurations. I have been using DOOM Eternal + Steam Overlay + My Overlay + RTSS without issue, on Windows 10 w/ latest NVIDIA drivers.

I suspect the Vulkan layer for the Steam overlay negatively interacts with third-party software on some systems, but it is completely compliant on my own and not creating any performance issues at all.
