Moreover I can't start any game while the client is lagging.
After restarting a few times it works again. Have it since a few weeks now
I've changed a little my tutorial on how make Steam application not so laggy.
In Steam application go to Settings, and then open Web Browser tab.
Click on both options: Delete Web Browser Cache, and Delete All Browser Cookies.
In few seconds your Steam application should be running fast once more.
You need to close down Steam application.
Check task manager if there are no steam, steamwebhelper, steamoverlay, etc. in processes.
If they are any - force to close them, by pressing End task button.
Now you need to go to your Control Panel -> Network and Internet -> Internet Options.
When window will pop-up, go to Connections tab, and press LAN settings button.
Please uncheck first option called Automatically detect settings and click OK.
Now you can close all open settings windows and run Steam application.
The second solution is a little strange but it really works for a lot of people.

The overlay's been having these problems for a while now. The more times you open the overlay, inexplicably, the longer it takes to respond to input events such as the D-Pad on a gamepad.
This worked for me. Thank-you, I've been having this issue for a while now and said ♥♥♥♥ it and Googled it.

It definitely worked for me. Any idea as to why it works?
It's because Steam inbuilt browser have sometimes problem and it's incompatible with this option (Automatically Detect Settings). Sometimes it's happens to other old internet dependent applications and nobody nearly needs this feature right now.
If anyone struggle to still have a huge lag loading Steam or Steam Store page after following the two above steps, you can also try changing Downloading Region to fix not only that, but also downloading games speed.
To change that you need to go to Settings, then go to Downloads tab and change Download Region to some prefferd location, that will be different from current option.
After that click on OK button and restart Steam application to check if it wroking and downloading games faster.
