19042.421 is out as a beta (Formerly slow ring.) branch update.
Interestingly it's a cumulative update similar to 19H2 rather than a full build.

That one doesn't appear for me on my Libary as news tho.
Shows up in the community section but Kal's meaning the publishing to the Libary Section as an Update i believe.
Probably just a matter of not being pushed through the ecosystem yet, as the update appears in the newshub and is accessible even to guest visitors.
Modern web applications don't work in an instant -- it sometimes takes hours for changes to be pushed out and replicated to all modules and systems.
