it is a developer idea what to release in EA.
if they think their demo is enough to be sold - they include it.
Demo is a just build version of the game.
Another insane take

A demo is a small slice of the game to allow players to get a taste of what the game has to offer. Early Access however will have more content (depending on the stage they bring you in) but not polished so they can seek feedback from players to either test and find those bugs or iron out feature and game mechanics as they slowly get it out to a full public release. EA would be like give you access to the first 2 chapters in the campaign, with other chapters coming later.

If it truly is just the demo content that's being made available in this EA release, then in my opinion I would say no, you're not gaining anything of value beyond what the demo already provided and to charge $30 for it is a bad move. It's not against the rules, but it'll harm their reputation if players feel they aren't getting more in value, and that's on them if they want to take that risk, which based on their history, i'd say that is definitely a big risk they're taking. If it was me i'd refund and wait for the full release.
