He's talking about the lowest 1% and .1% FPS. When they are too low you get stutters. Ideally you want your lows to be as near to your actual FPS as possible. If it's happening all the time it's a problem.

If you did want a bit more, be sure to check out EX mode, the post launch bonus content, if you want more mind breaking puzzles. Not mandatory story wise, and maybe not worth if you dislike the puzzles. Also you can read the miraheze VS wiki a bit if anything left you confused.
