The game may request firewall permission because it uses the Steam API (Steamworks) for features like achievements and cloud saves.

It doesn't download anything from external sources, any background activity you may notice is handled by the Steam client as part of normal operations (such as syncing data or checking for updates).

The raid of Scapa Flow was a special mission, preceded by air reconnaissance and Dönitz's desire to strike a propaganda worthy blow to promote the U-Boat arm and get more resources added to it. They knew its incredible risk and wouldn't have done it in any other instance.

I know of now other occasion where U-Boats went to ports to destroy ships there.

The plus item can be:
gems (25 or above)

another random card that you don't need anymore

If you are looking for a full game or "end game" content then you need to wait 2 years.
This is an Early Access game, not a waiting room for DLC content.

I think The primal faction in the primal dlc has a good faction but I don't think it has any other content (besides races).

IIRC every expansion has between 2-4 tomes, and in Primal's case it's Fey Mists and Stormborne (so that includes mistlings, mist mechanics in general, stormbringers and Naga Transformation).

Anyway, I first played this game during a free weekend that didn't include DLC and I enjoyed that run, but I also bought Pass 1 simultaneously with buying the game itself, so my non-DLC-having experience is limited. But a lot of changes to the base game get put in free updates (e.g. mystic and feudal reworks, the item forge, hero system, magic victory) so you don't really *need* DLC (although if you can afford it, a lot of it adds cool new options IMO).
