On higher difficulty, there's a +1 tally increase modifier, which means +2 instead of +1 on normal heists. And some missions like playing bodyguard have a much higher tally increase per turn, like +4 or even +5 per turn. Counting the amount of tally reduced is not the right way to think about it, because having a tally of 0/10 or 9/10 is the same thing. Which means that you need to think about it in terms of escalation. In other words, each use of K-Protocol delays the next escalation by 1 turn during the stealth phase, when you try to avoid generating tally as much as possible.

Reinforcements are coded in a way that makes them spawn away from your team. The feature is not perfect, because sometimes they spawn quite close, but more often than not, they tend to spawn away enough that they won't reach you directly after moving. This means that if the reinforcements spawn early, they will most likely spawn ahead of your team, because the furthest spawn points are still ahead of your characters. Meaning that you will have to manage them, sometimes at the same time as regular enemies.

However, if you delay the first escalation by 3 turns with K-Protocol + Rewing x2 and have it happen around turn 7 at the earliest, it will give your team much more time to progress through the map, meaning that the furthest spawn points for reinforcements will usually be behind your team when the escalation occurs. From there, the reinforcements will simply wander around chasing your footsteps, namely the corpses you left behind, without ever bothering you.
