I know everyone likes to fight and any conflicting idea is wrong and hostile, but I encourage you to read my previous posts. You mentioned accessibility, and the fact that more Ukrainians speak Russian than Ukrainian means accessibility is not the issue. There is also the very real question of revenue per market; Ukraine is pretty far down the list of nations that contribute to revenue, so it's hard to justify spending time and money doing something--just because they want it, but don't need it--when there are many nations higher up on the list who aren't going to get the same treatment.
As westerners and native English speakers we are fortunate that we are generally at the top of the charts, but this is business and not everyone is equal.
