People don't normally make multiple account while playing the same game unless there is malice.

so the last few times ive tried to play with a buddy on his personal server, it doesnt load, weve used his IP, his server name, and any other way we can think of for me to search it and nothing shows. we then noticed that he has double or triple the servers show up on his end than i have on mine...what would cause this issue and how can i fix it?

When you make a new account it messes up the matchmaking system, and makes it harder for the game to create balanced teams. Essentially it ruins the game for a lot people, especially people who are ACTUALLY new to the game, and are being matched up against people who are far more experienced.

Also, some people create new accounts, get them to a higher MMR, and then sell them, which also ruins ranked in the other direction- by having people who are not as skilled as they should be dragging down other players.

Essentially, there's no good reason to have an alternate account, and several bad ones. That's why Valve is so strict about it.
