That's basically what I do. Not every sector is worth the time to develop imo, plus as tech improves, I find myself wanting to go back and undo the 'spaghetti' of the initial maps. My first play through I kept returning to improve, which ultimately burned me out.

I've restarted and burn through the initial levels. I carefully assess each map now, looking for good space and what export potential a map has. Three or four well-made sectors will keep you well-supplied on those higher tier enemy bases. As I build units, I do lay much of the framework if the map isn't wonky AF. If next to an enemy base, I start storing ammo for an ASAP second assault. I don't like Vulnerable Sectors (but I really like that mechanic!) and tend to leave a trail of junky sectors.

Exporting is really what I prioritize, especially the energy-hungry items or slow to produce ones like Phase Fabric, Surge, and the red/orange ammo. I'm really liking Spores for Steam Power too. Anyways, you did figure it out.
