It is honestly more of a map issue. Liberation Peak is just ridiculous with all that snipers, not much you can do.

But on any other map you can use DMRs, i used to wipe whole sniper squads at 200m with those two.

Liberation Peak is the biggest pile of ♥♥♥♥♥♥♥♥ and whoever designed it needs to be kicked in the nuts.

This game has actually been the easiest experience I have had playing a sniper in a game, I am able to get head shots at range and counter snipe well with quick scoping, I get the issues you have and understand how that can be off putting, but yeah in my experience there isn't really anything wrong with it.

I don't even have time to quick scope, poke head out, get shot in the head.
Move 1 foot, get shot in head.
Try to back and around, get shot in the head.

And giving literally everyone the ability to use a sniper rifle makes about as much sense as a left-handed football bat.
