You can edit and use custom hotkeys in the Definitive Edition.

I ended up finding keydefaults.lua, keydefaults_modern.lua, and keydefaults_grid.lua in Engine.sga, though you don't actually need to use these. If you want to extract them for yourself, download a sga reader, open Engine.sga, and open the files as text. Copy the contents and paste them into a file, saving it in lua format.

If you take an old Soulstorm keydefaults.lua file, you can modify it to work with the Definitive Edition. Change the bindstrings version to 14.2 and add a new bindings locstring line right below the bindstrings version:

bindings_version = 14.2
bindings_locstring = "$11271750"

You will want to place your keydefaults.lua file into "AppData\Roaming\Relic Entertainment\Dawn of War\Profiles\Profile1", while copying and pasting it into the WXP, DXP3 and DoWDE folders as well. This step is not necessary for skirmish and multiplayer games, but you will need to copy your file into these folders in order to use your custom hotkeys in non-Soulstorm campaigns. Lastly, ensure you are using Classic Hotkeys via game settings.

One note: I have come across a few bugs when playing certain campaigns. General Sturnn (Winter Assault) has a few key mapping errors pertaining to adding command retinue members (they use the command unit training hotkeys) and a missing hotkey for the Curse of the Machine Spirit Psyker ability.

Does today's patch not include the fixes for the AI deciding to 'give up' on rebuilding fleet/economy during the game? I recall it being mentioned in the Discord notes, but I don't see anything about it here in the live notes.

Unfortunately this bug appears to still exist, and may even exist with uncertain triggers. I just ran a 5-slot map with fixed FFA teams, 4x Hard AIs, and one died suspiciously early (~30 minutes if I recall) into the game. All remaining AIs demonstrated oddities - planets they controlled for 20+ minutes left with zero improvements, no usage of items on capital ships, no starbases, no survey research even on homeworlds 2+ hours into the game.

That's in addition to the standard AI behavior of being woefully stupid about jumping into systems piecemeal, and continuing to jump stragglers in 30+ seconds after the entire first wave was cut to shreds. Definitely annoying to get an hour into the game and slowly discover that the AI has crapped out.

Don't mean to double post, but looking at the post-game data, the orbital slots used is super off. Up to the 20 minute mark, we're all very similar (within 10-14). AI almost stops until the 40 minute mark (39 vs 13-15). The AI nearest me and most engaged with me is catching up until minute 53, while the others are flatlined. Some continue to take over planets, but in almost every other metric they don't increase from the 53 minute baseline. I'm playing defense / expansion into neutrals this entire time. Certain AI players have had zero planets lost.
