I never get booster packs despite being Level 60.
Despite being level 60 and collected all the droppable cards from all my games, i never get booster packs drops. Im pretty sure there is something wrong with my drop rate. I mean for a level 60 user, i dont even remember the last time i got one.

Alright, but I know people with level 10 that have ridiculous drop rates. In the end it seems to me that my chances dont raise by leveling up. This system is just random x)

It also depends on the games and other people steam level. If someone is crafting a cs:go badge, everyone that owns cs:go and got all the cards drops can get a booster pack and you'll likely get beaten by a higher levels steam users of course.

eligable in games with a high number of other users in the pool is probably the reason. if you just want any booster pack, get more eligable games.

Also, some cards probably got "wasted" thanks to people crafting them into gems. Sadly.

But yeah. They're ridiculously rare.

You have almost exclusively popular releases with millions of players. Every time a badge is crafted you compete with everyone else who is eligible for a booster.
Most of my booster drops where from fairly obscure or less well-known games so far. And yes, I received a fair share.

I got my very first booster pack 2 days ago - after being elegible for booster packs for several years now (I have the 8 years of service badge but didn't do much on Steam for the first 3 or 4 years.)

But since I have less than 40 games on Steam that even have trading cards, my chances are probably even slimmer than those of the average games hoarder. ^^ (no offense meant)

Also I don't think trading cards started until 2013 and I'm not sure if booster packs was introduced at the same time.

Being eligible in a high number of games I believe plays a bigger role than being a high steam level.

It's simple

Unlock your drops for every game that has them.
Level up.

Remember
Very popular games have a lot of unlocked drop slots (rare chance big pool).
Odd games have few people badge-ing up (small chance small pool).
Best to go for the sweet spot, a game common but not too popular (med pool med chance).

One thing I forgot to mention earlier is that you have to log in weekly to be eligible.
