Why Family Shared game's artwork cannot submit?

I have some family shared game, and enjoy it, but I cannot submit its artwork.

I want submit artwork about my bro's PAYDAY 2, but the game's name will not appear in "Enter the game's name", so I cannot submit it.
How can I solve it or is anyone got same problem?

I know, I know, I don't own the game, but I can play it, upload its screenshots, review it, but I can't submit artworks? This is weird... I know family sharing is under beta, but the system need be more adjust.

Only game licence owners can access such features. This will not change.

If you want to have such privellages; you need to buy the game to access the community features.

Urm, I mean I think these privileges are no consistency. I am player of the game, and the player have these privileges... but I haven't. I, I think bit weird... isnt't it?

Think what happens if anyone can upload it..
Make a new account, share games, upload spam to the games, break sharing
Dose not sound like any great fun

Also it may just be an over sight left on how the system worked before Family Sharing
