Skins? Skins have been broken for a long time and there are complaints of their removal in the Beta forums, so may not be an option at a latter point.

Themes like the one you linked stopped working long ago as well.

i just doubt ,why are they stop making skins for steam?
i couldn't find everywhere else. always found pre-2019 skin

Because Steam wants you to buy themes and decorations on the points shop and not install your own for free.
Would be my cynical guess why they abandoned skin support.

Skins stopped being a think when Steam switched over to CEF as the base for the client. They slowly started to break and Valve really hasn't done anything to fix it. It broke so much they are finally removing the option from Steam.

Two different things though. Valve has the option of using points for profile customization, something skins didn't modify. Valve also does not offer anything similar to what skins did, modify the look and feel of the UI.

Unless Valve is secretly planning on selling skins, I double that money was the factor. More like no one wanted to to put forth the effort to fix and maintain the system for skins in the client.

CEF being the embedded browser for Steam was a necessary choice when Steam transitioned to multiplatform in 2010. the long-time used trident, in peasant language, "embedded version of Microsoft Internet Explorer" did not really run on Linux and Mac. for a short while webkit, in peasant language, "embedded version of Apple Safari" was used.

all of this did not alter the ability to skin the client in the slightest as they were only used to display websites in the client.

that happened with:
-the chat update of 2017(beta) .. became a website
-the library update of 2019(beta) .. became a website
the current beta kills of the rest of things that were skinable with the old VGUI pseudo language used for "traditional" skins.

the client is still nearly fully skinable, even easier than before, it is just that the number of people caring about this is tiny now and most of them slept under rocks the past years and would have to start from scratch.

as i heard the metro skin is redone with the "new method" to skin the client.
maybe look there to learn how to get an image of your waifu into the client.
