Just because otehr threads were not reported doesn't magically mean its allowed
'No advertising' doesn't only apply to the off-topic section.
They can moderate as they see fit.
Or do the mods in those sections, these sections, have an obligation to enforce the rules as written?
Also, since this project is related to gaming but is not a commercial product, and isn't related to any other commercial product, don't you think that on this occasion the label 'advertising', is a little too restrictive?
Applied in the way it has been, the only way to discuss my entirely relevant project, is through the ridiculously oblique method I've had to employ here.

Moderators aren't machines, they are volunteers who work here in their free time for no pay.
these rules are for everything that is under full control by Valve and you can expect that you get banned for advertising for sure.
the over 8000 discussion boards for each game however should be moderated by their developers. some devs are bad at moderating or dont even moderate at all but that doesn't make it legit to post adverts in those places. sometimes steam mods will clean up a gameboard.
also the greenlight pages posting links to their own kickstarter projects are completely legit. the greenlight site admin even provides kickstarter implementation as you can see here on the righthand side as example:

they are advertising for their own stuff on their own paid part of steam. greenlight submission fee is $100.
do you have a greenlight page? no? then you are legitamately not allowed to post any form of advertising for your game anywhere.
all examples you provides are either content related and legit or badly moderated by gamedevs. rules are not made up on the spot, you simply shoved your garbage in a place where people dont want it and actually cared about the rules and it got reported.
and you really had to dig out threads and comments where people ask for game recommendations and normal users replied to it with game names? rly? you should look for other sad excused then this.
Like I said, those linked posts are more advertising than my OP. I just linked to my project and similar threads on other forums, and asked for people's opinions.
@wuddih - I've 'dug up' threads relevant to the point I'm making. These posts are extolling the virtues of the commercial products they name = Literally Advertising.
You're right that those posts are technically advertising, in that they are encouraging users to purchase those games. However, there is a difference between when a poster asks for game suggestions, and posting something unsolicited.
However, I think we should hold off on speculation until a moderator clarifies this, as I think that would be the best way forward.
