The developer/publisher named it a "complete" edition and created the pack as it is. Take it up with them if you don't like the name.
Imagining whole new games are equivalent to updated versions of existing games in one convenient example, is a bit optimistic too.

I bought a 'Batman complete edition' movie box that came ot befor Batman Begins got released, to rewatch some of them. Should I have expected the Dark Knight Trilogy and the new Batman to be delivered to me because of that?
Thinking you will get all future games because you buy a complete pack is silly.
The bundle was a complete collection at the time you bought it. Digital Devolver updated the bundle and raised the price to include new titles. You will have to pay for the other titles if you want them.

Fixed the Steam link, because a direct link doesn't want to show Fusion, only HD. Hmmmm...
But that is not the only thing that got added. Its price was added too.
Why would you get things that weren't part of what you purchased?
