Seems it has dropped over the years.
The most expensive backgrounds are usually new ones. You could compare them to new cs:go skins. The game is new and the backgrounds are rare. Buying and displaying them is more like a status symbol. What i also have seen a lot of times is that backgrounds from indie-games are more likley to rise in price. Some backgrounds might also reach high prices, because the game from where the backgrounds are got removed from steam.
One example might be the background Old Templar from the removed game Knightfall Rivals.
The rarest backgrounds are mostly from games that almost no one plays, mostly forgotten indie-games. Which means that no one makes badges = no backgrounds. And some of them might reach such high prices, that you would have to sell some parts of your skin to obtain them. But rare must not only mean expensive; i have a few very rare backgrounds that i got for a few cents. I have never seen them on the market again.
But the truly rarest backgrounds are from games that got removed from steam. They are "locked" in your inventory. You can trade them, but selling is not an option.
One example might be the background Section 9 from the removed game Ghost in the Shell: Stand Alone Complex - First Assault Online
But the overall most expensive and rare backgrounds are depicting girls, anime or anime girls.
I personally think it's disgusting (the last two)
If i might add: I think it's horrific that users can set their own prices. I personally see it as a manipulation of the steam market...
