they are some accounts with higher numbers but have an earlier creation timestamp. no account is older then 10th september 2003

all accounts pre-12th september 2003 are in general Valve and friends.

I'm fairly sure it was a user called "test". Developers are not exaclty creative when it comes to naming stuff.
