Actually this does not violate the ToS . It says those younger than 13 years old cannot create an account. There's nothing against a parent/guardian creating the account for a minor.
And who should care about that you want that?
What if someone wants your account to be suspended?

You don't. Simple as that. There is no way to know who is how old.
Someone under 13 years old CAN in fact use a Steam account. You have to be 13 years old for legal purposes to *create* an account. What restrictions parents choose to put on those accounts, is their choice. In fact, Steam actually encourages parents to create accounts for their children.
Given OP's post history, I would say you're right.
