go to your purchase history, select the game purchase, then select "I have a question". explain the issue, and hope for a different answer. keep it polite and to the point. if they say No, then your only other option is to go to that games forum and seek help getting it to work.
when you go to the rust forum, make sure you post your system specs.
why did you make so many threads? you only needed 1.
Valve is not at fault for refusing a refund. There system merely knows a game is active. Nothing else. Only way for Valve to learn and record the sort of data required to determine if users are actually playing a game versus their current method would require excessive access to users systems.
Check requirements versus your hardware before purchasing in future. Keep an eye on the play time. Especially if you're having issues with a game so you can refund in the 2 hour window.
As for now Fix/upgrade your system. Asking in the Rust forums may help.

and i really dunno why someone would buy rust for full price, it is a $1 bundle game.
That is going to work really well.
And well, you could also have concluded that "I can't even get on a server within 2 hours, screw this game!".
This isn't Steams fault. You know exactly what you're getting yourself into. And well; like I said I can't help but agree with them that it sounds very odd: trying for 3 hours to connect to 1 single server while there are a lot more out there.

"Steam stole $37"? Now you're sounding like a troll to me. Steam sold you the game, but they didn't develop it. If you want to be angry for an allegedly not working game then blame the developers, not Steam. "Don't shoot the messenger" applies here.

That is the whole point of the ♥♥♥♥♥♥♥ refund policy, so you can get out if the damn game doesn't work. But you, you sit there waiting 30 minutes to get into the menue and think to yourself "well, I'm sure this will be fine lulz".

While that may be so, it's not common for a game not to start up within 30 minutes. Before I had my current high end PC I was using a Win7 32bit machine with 4Gb memory and a very mediocre NVidia card. I could run Minecraft, but... not without "OptiFine" (which is an optimization mod).
I also played games, I think I even tried Rust once, but I never waited 30min for a game to start. That's just not normal.
It's not bull. They have to set a limit somewhere. And a game not working within 1 hour should already ring some alarm bells, it's simply not normal for a game to stall like that.
The problem though is that this game works perfectly for hundreds of others, so the chances are high that the reason it's not working is your PC.
Open your Steam library (edit: using the Steam client, not the website of course), go to the 'Help' menu and select "System information". Then paste the entire output here so that we can have a look see. Maybe some of us can help figuring out what's wrong.

Irrelevant. Steam support can only see the program was open. And everybody can say "they didn't" play it, you can't expect Steam support to go after sob stories.
That's how a playtime timer works. It's not rocket science.

No, it's BS that you start your post with sayingthat you understand the refund policy, but now demand a refund while you're over it. Even though you KNOW that you're not entitled one.
The only person that ♥♥♥♥♥♥ you over, is *you*.
That'll only result in a ban from the forums. There is nothing to fix, you went over the refund limit. And as you stated in your first sentence, you completely understand the refund policy. So most part of your post contradicts what you're saying.
Try to ask the developer for a refund, they can give Steam support permission to issue one.
