Besides, this isn't a thing that forum mods can deal with. Forum mods only have jurisdiction over forum posts; we'd need whole-Steam admins who actually have jurisdiction over userpages.
have you noticed the users that posted in the forums that were community banned? they were reported by the mods and it was taken care of.
there are no steam admins. there are mods and there are valve employees.
Actually there is. The community rules and guidelines.
You can definitely post content on your profile. For porn or hate crime related stuff the rules are enforced. Just not for advertising.
If the site in question is blocked by the filter when you quote them, then it has no place in the name either.
It's sadly just part of Valve's typical ♥♥♥♥♥♥♥♥. They take hatchet approachs to problems that need surgical improvements (reviews) and do the bare minimum to get their hands clean for the real stuff - gambling.
A sad side-effect of the whole gambling issue is that it fuels the economy which Valve profits from. Instead of overhauling the system to give less incentive for scamming we got ... gloves.
