Remove the power of third parties to revoke game keys after activation
Once a game key is activated, the key should cease to exist. It should be regarded as any normal steam game. So "revoking" the key should do nothing since the key has already been delinked from the game.

Unless, of course, if the buyer gets a refund for the game

Will NEVER happen, the ability to revoke a key is absolutely needed in the case of fraud, lack of payment, etc. Shady sites get keys, then refuse to pay the developer when they sell them, or people buy them with stolen cards. By law those stolen keys have to be able to be revoked.

If your buying keys from legit sites having a revoked key is incredibly rare. The only way you ever deal with revoked keys is if your buying from shady sites who are dealing in stolen keys.

OT is like allowing someone to keep possession of a stolen car just because they purchased stolen goods.

Valve also demands that when a publisher retires a game that they recall all unsold keys from third party sellers and revoke them.

3rd parties can not revoke keys on Steam, only the product owner on Steam can do this.
they are also the only ones that hand out the keys to 3rd parties.

and most of the legitimate 3rd party sites were you can buy Steam keys do of course report fraudulent purchases back to the product owner.

It could be possible that 3rd party retailers could have API access to the publisher to report refunded/charged back keys.

Not that I am aware of. There are game keys for many games that are no longer sold on Steam, that are still sold on 3rd party sites and work just fine.

Nothing is stated about revoking unused keys here.

The Key is also the license.
Also there are no third parties involved in revocation.

Odd, seeing as keys have always been redeemable, even after a game's removal from Steam.

But then, it also says unsold, so if the key is sold, it won't get banned even if not redeemed.

I would add, this should apply after 2 months of ownership, at which point the game is permanently licensed to you until the day Valve dies.

You have to have a waiting period otherwise refunds and fraud can't be caught with a reasonable window of opportunity.

In cases of illegal activity this obviously will be rescinded, just as any illicit possession can be rescinded by a government.
