Blame the companies who made such legislation necessary by selling or "accidentally leaking" information about their users to third parties for whatever reason, be it advertising or trying to get people to vote a certain way.
Now the EU decided that the users themselves should get to decide what they want to show to others and what they don't want to show to others; the directive has been passed, and it will be effective on May 25th. Valve chose to adapt to it the way they did - at some point this will blow over, and be adjusted if necessary.

I get it - nobody likes to play with people who spoil the fun for others on purpose. But the reason for the recent change is new legislation in the EU, and not abiding by it, could see a company fined by up to 4% of their global turnover (or 20 million €, whichever is higher).
So yeah, nobody's leaving anything to chance. We're talking real strict laws here, and very probably a step that is going to redefine the landscape of the internet significantly.
Basically, if a few griefers have the ability to hide, that's insignificant compared to being faced with the consequences of the user information ending in hands of those who should not possess it without the user's consent.
not being able to hide the friendslist or not to respect the privacy settings of every individual on a friendslist is also against the regulations. even dumb facebook got that right before it even was necessary.
Except the option was always there to make your profile private. They hide my games from people without even asking.
