Make sure also Steam Guard is enabled; when you remember your password Steam will save a security token file to remember the computer as authenticated.
Uhm, you having your password in plain text in the shortcut is making your account less secure. Not Steam asking for a password when you want to login.
You want plaintext but contradict yourself by mentioning security.
I have not have never to log-in to my Steam account on my computer unless I had wiped the drive or manually logged out for one reason or another.
But yes, definitely check your folder permissions to ensure you can write to it, as Steam operates a bit outside the recommended Windows privilege model (ideally applications should not write to Program Files, and if they need to (for updating, etc) they must request elevation.
Sounds like you didn't also uncheck the credentials box in the settings.
Let's make sure it is set up correctly...
1. Check the "save your login info" in the login screen.
2. Important step Also uncheck "don't save account credentials..." in your settings under Steam > Settings > Account after you do login.
3. Log out.
4. Log back in entering all the info minus the account name again.
5. Log out.
6. Check... Log back in to see if it was done correctly.

Something on your end is deleting cookies.
No such thing exists, there is a 'remember my password box' which doesn't remember my password.
Whatever. Same thing. It has been so long since I had to look at the login page since I never had this issue you are talking about, the wording may be different.
That isn't the only thing you need to make sure you check though.
No need to spam, you can edit your posts.

In Advanced my Windows user account owns the Steam folder.
