Seems the new download UI requires the developer to do patch notes in a different way, for them to show up. As the new download UI has been released, we should see them doing it more often, so patch notes should start showing up like they had been prior to the change.

The "View News" button is now a "Patch Notes" link that will open an overlay to the most recent relevant patch notes for the game. This will only display for games that have entered patch notes into the new event system. The patch notes link will only show up on updates, not fresh installs.

Added "Patch notes" and "View subscribed items" to context menu on downloads page for items for which those options are relevant.
Unfortunately (correct me if I'm wrong of course) no option exists to decline an update that has no patch notes.
People with accounts that are level 0 are Private or Friend Only accounts. You're assumption that they're fake or not trustworthy is not correct, they're simply users like you and I.
Warning: it also cuts out the Steam Library (which nowadays also requires a browser rendering engine) and reverts Friends/Chat to an older version, among other changes. I can elaborate more if anyone is interested.
EDIT: this method no longer works for reverting the Downloads page.
I'm willing to admit I'm a little biased in disliking this UI update as I spend 90% of my interactions with Steam via the download screen or small mode library, so the need to run Steam full screen just to see more than 2 items on my download list is incredibly grating before considering the cumbersome UX choices made.
But alas, why make an effort on doing anything proactive when you can be dumb instead?
Apparently devs have to put their patch notes in a different place now.
So much for people who kept saying that Steam gives devs all the choice.
