valve ,please allow the developers to upload steam achievement pictures in PNG format
please allow the developers upload steam achievement picture in PNG format
just like PS4 trophie pictures.

What you call blending is Transparency. JPG doesn't support it, GIF and PNG do. Most if not all emoticons in my inventory are PNG. Maybe you should be talking to the developers to start using PNG rather than Valve, because they clearly already allow it.

The eliimination of Jaggies is a function of the time an artist spends in doing just that. It's not something that magically happens because of the format.

This feature is not available for GIF and JPEG. just have a look at steam badge pictures or steam Inventory items
What are you talking about. Gif was one of the original formats to have transparency. Pngs are basically just gifs with a higher colour depth and resoluton.. How they handle transparency is however identical.

Bingo. Though many prefer gifs because they are a bit easier and when working within small images and limited colour spaces gifs are actually more effeciient.

all the achievement pictures are in jpg format
png is not allowed.

As far as I know, almost all the achievement pictures are in jpg format
png or gif are not supported

All achievements are also fully filled squares, so no need to support transparency.

compare steam achievements with steam bages, obviously,steam bages are better looking
they look pretty equal on squared 64 pixels.

Almost? Pray tell, what formats are the non-jpg achievement pictures in.
png or gif are not supported
Considering that Achievements are indeed as far as I've seen through all my games Fully filled squares, There's no transparency issue
