And the cost to develop, troubleshoot, and maintain a feature that very few people will actually use doesn't make a lot of business sense. Especially if it's not likely to generate revenue.
If you are worried about what a badge may look like, just check the Steam trading card exchange site. They have a page for every game and event with all the cards, badges, emoticons, and backgrounds. Personally, I use the site so I'll only level up my event badges to the one I like, even if I could go much higher.
Imo the demand justifies the cost.
And as for preferring a lower level badge over a higher level one, just don't level it up past the one you want. The information on what every badge level looks like is publicly available unless you are too lazy to take a few seconds to go and look. That's on the user to take responsibility to look that stuff up if they are actually concerned about the appearance of a badge.
Alot of people do this, or they don't craft anymore badges. It's kinda annoying you can't exactly customise it to your own preferences. After the 2018 winter knick knack, I do not buy anymore badges either.
Which is, of course, ironic because if you craft 3 more, the one you dont like will no longer show.
