Users shouldn't have to add in strings to make the UI do what it's supposed to do with "options", that just suppose to be basic functionality... It can be bit annoying at times that it is just there when you don't want it to be up but doesn't bother me that much, but yes it ether needs to be hidden first and you open it or an option to allow both options.

Since you haven't read either my question or the article correctly, setting those flags still don't disable the Friends List in the In-Game Overlay.

friends settings -> chat -> remember my open chats -> on
if friends list was closed on Steam exit, it will be closed on the next start of Steam.
