Not that many actually, it's so few, it's not even shown in the survey.
A lot of other languages would be more suitable to be implemented due to higher playerbase.
Its part as getting used to it, and part in having some issues at times by using that system, but mostly as most just don't know and use what they get in the stores and the like that can go both ways, also got some that use there OS in russion, france and more
I don't know how many they are, but it will be nice just like any outher langrage
@OP about the idea search up the Steam group on the matter and join to show support to it, hopfully some point they do add it for the guys that are having issues with English

and the languages listed there are actually all supported languages, except pirate.
Steam is translated by volunteering users, so basically every language is possible, so hebrew also has an organized group and the language actually applied to be added to the STS

i dunno about the current status of any prep work they have done, since i can not ffs read a single word of that language.

dont get hopes too high up.
but i just recalled ... there was chattery about Steam having issues with its design in correlation with rtl script languages and arabic is rtl, so is hebrew btw.
there was something tested and then given up on because it didn't work in client ... but i dunno if that was the arabic thing that i think to recall.
Nothing to do with hebrew translation in particular, just wanted to point this out.
You can see it as greedy but also as simply crowed sourcing
Thing is Valve is not fourcing users to do it, and yet users do it what I guess mean they enjoy it
Same as users that stick around the fourms providing support
Beside all that I think they also have there own translation team, but in the end users are likely to always be more so have less load over all
