Money is money, but money that gives issue may not be money worth having
In Slovenia Maestro is well accepted in stores, i buy food and pay stuff with it, no issues, so i don't understand why Valve doesn't accept Maestro.
If you want to buy online you either need a Visa, Mastercard or any other card with such features.
There might be a Maestro that can buy stuff online but you most likely need to apply for it.
I just called a bank about this, and they said that my card is enabled for online purchases, as long as it accepts Maestro.
you have your answer.
it is not available for you to use in your area on steam.
