it is the devs/pubs decision to give out coupons and how they are handled. there are coupons which you can stack on existing discounts and there are coupons that can replace existing discounts and the normal ones.
What is so unclear about this? Whether you want them to stack or not, THEY DO NOT STACK. Period. Whether you want them to stack or not is irrelevant. That's how it's designed. Coupons + sales = do not stack. Can you imagine how backed up Steam support would be if everyone wanted things to be individually tailored, custom made, and altered for them? Steam support would be so unbelievably backed up that they wouldn't have time to get on to the real issues if everyone demanded exceptions and overrides on such things. The difference between 80% and 90% is rather marginal, anyway.
Why shouldn't they. It's an unfotunate coincidence. But ultimately it's Steam giving you a promotional code that does not work. Most stores I know honour it and grant the higher discount they advertise. It's nothing outlandish to ask for.
