Behind the scenes, it opens up the upload page and reads the upload limit from the SubmitItem function that ᴿᴸᴰᵀᴴᴵᴬᴳᴼ found.
Could you just please try to make a simple web feed to be notified more easily? Checking this page would become highly impractical over time, but it definitely helps figuring out when this issue is resolved by Valve, assuming it ever will be. Perhaps they'll introduce new formats? Who knows.

Sure dude. Here is an RSS web feed. It should (hopefully) update every 24 hours. I could make it update only when the size limit changes, but I'm paranoid that the server will randomly kill itself and I'll have no way of knowing. So I guess it doubles as an uptime checker for me.
