They know about the bootstrap issue and are trying to fix it. It may take a bit though. They have to track down, fix it and test it to make sure nothing else got broke by fixing it.
It would be very strange for MS to continue providing updates after they said they wouldn't.
All programs are working and functioning normally with the exception of Obsidian Conflict which all of a sudden quit working immediately after applying a Steam Update. It refuses to launch and all games, mounts, and mod associated with it work just fine. Thanks Steam!
XP is still supported.

server os are not supported by default.
1) There is no such thing as "XP server"
2) No computers have been bundled with XP for literally a decade
3) XP SP3 support ended April 2014
Note that given China has all but abandoned Xp for Win7, expect most vendors to drop XP support as the baggage needed for that was only kept around to keep the Chinese market viable
