For Steam Marketplace you have to have bought something on Steam or added money to your Steam Wallet sometime between 30 days ago and a year ago. If you first added money to your Steam Wallet less than 30 days ago you have to wait.

This is incorrect. You load 5 usd into your wallet/to buy a game to remove your limited profile status. The game purchase requirement for the market only asks that you have made a purchase between 30 days and a year.

Purchase a cheap game from the Steam Store. Wait 30 days. Then use the market.

It also appears that you are a limited user so ensure you either spend at least $5 usd in the game you buy or load a minimum of $5 usd into your steam wallet.
